Income-qualified rebates in BC, explained

The 2026 income limits, the rebates that came back on October 15, and the pre-approval step that people miss.

Quick answerIncome-qualified households get BC’s largest rebates. Since October 15, 2026, FortisBC offers them up to $8,000 for a dual fuel heating system, up to $7,500 for windows and doors, up to $2,000 per area for insulation, up to $2,400 for ENERGY STAR bathroom fans and a connected thermostat rebate (announced at up to $200). You qualify when combined pre-tax household income is at or below the limit for your household size, for example $94,900 for four people.

Many of the families ROMA meets assume these programs aren’t for them. The limits are higher than most people expect: a retired couple on two pensions, or a family of four on one income, often qualifies.

Property rules

  • It’s your primary residence and the only property you own in BC.
  • Assessed value under $1.2 million for FortisBC income-qualified rebates. CleanBC sets its own limits by home type.
  • For dual fuel and most FortisBC income-qualified rebates: the home is at least 10 years old and no larger than 3,500 sq ft.
  • Proof of income for every adult (18+) in the home, normally the latest CRA Notice of Assessment.

The CleanBC Energy Savings Program

This provincial program pays the largest heat pump rebates in BC, across three income levels. Amounts for heat pumps, insulation and windows changed for invoices dated on or after July 6, 2026, and contractor sources report lower figures at each level. Because the new amounts aren’t clearly published, confirm yours with an Energy Coach at 1-844-881-9790 before committing.

The rule that catches people: get an eligibility code before any work starts. The program replaces the standard FortisBC rebate for the same upgrade rather than adding to it.

How to apply as an income-qualified household

  1. Collect the latest CRA Notice of Assessment for every adult in the household.
  2. Ask FortisBC (1-855-909-2331) or CleanBC for your pre-qualification or eligibility code before work begins.
  3. Hire a contractor listed on the HPCN for that rebate and get a written quote naming qualifying models.
  4. Submit your application with the paid invoice within six months of installation.

How ROMA helps with the income-qualified rebates

ROMA has replaced gas furnaces, boilers and water heaters in Greater Vancouver homes since 1999, from Vancouver Specials with basement suites to heritage houses on radiators. When you call about the income-qualified rebates, a licensed technician starts with the facts that decide eligibility: the age on the rating plate, what fuel heats the house, whether it’s your primary home, and whether the household may be income-qualified.

You get a plain answer about which rebate fits and what it should pay, and a free, flat-rate estimate on qualifying equipment if you want one. Where a program needs an HPCN-listed contractor, we show you how to check any installer on the HPCN directory before you book. Phone (604) 704-0300 or email info@romaheating.ca.
